Belvoir, VA.
The journeyman employee supports program managers and senior cost analysts to analyze, develop, share, and report cost estimates during all phases of a program's life cycle.
ESSENTIAL DUTIES & RESPONSIBILITIES The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job.

The ideal candidate will be expected to perform the following:
Support cost estimating model development and maintenance.
Conduct life cycle return on investments along with cost benefit analysis.
Review cost estimates submitted by systems integrators.
Support cost estimating drills
Develops other cost documents as required.
In addition, the candidate will lead and/or contribute to the following deliverables:
Cost Support to requirements documentation (eg Capability Development Document);
Life Cycle Cost Modeling using Excel or the Automated Cost Estimating Integrated Tool (ACEIT) model:
Economic Analysis;
Affordability Assessment:
Cost Estimates;
Analyses to support Business Case Analysis (BCA), Return on Investment (ROI)
Analysis, Course of Action (COAs) development, the annual Strategic Portfolio Analysis
Review (SPAR), and Acquisition Strategies;
Data Calls/Funding Projections to support taskers and budget drills; QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATIONTo perform this job successfully, an individual must be able to satisfactorily perform each essential duty.

Required (Minimum) Qualifications
Bachelors degree in mathematics, engineering, or business discipline with a minimum of five (5) years of relevant experience in cost analysis/estimation.
Master's degree may substitute for two (2) years of experience.
Must have an Active Secret ClearanceKnowledge, Skills, Abilities, and Other Characteristics
Demonstrated experience with advanced MS Excel skills.
Candidates resume should document both experience and training that is equivalent to the skills required to meet Defense Acquisition Workforce Improvement Act Level II for Business-Cost Estimating and/or an industry certification from a recognized cost organization (eg International Cost Estimating and Analysis Association (ICEAA))
Experience working in a project management office or with Army Staff.
