Incumbent is responsible for guiding efforts to fully implement comprehensive programs for identifying, prioritizing, monitoring and evaluating enterprise-wide IT work efforts.
Provide specialized expertise in developing, guiding, reviewing and enhancing IT project plans and road maps for complex, multi-year technology projects.
Serves as the technical expert in the area of IT Portfolio Management and iterative software development methodologies such as Rational Unified Process (RUP) and its successors.
Responsible for guiding efforts to fully implement comprehensive programs for identifying, prioritizing, monitoring and evaluating enterprise-wide IT work efforts.
Provides industry best practices for broad organizational use, advises senior management on policies, methodology enhancements and process improvements in the project, program and portfolio management areas, and assists in cultivating organization-wide adoption of structured, efficient and risk-based portfolio management techniques.

In addition to meeting the basic requirement, qualified applicants must possess: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as experience in Information Technology (IT) principles, concepts, trends, analysis techniques and/or requirement of complex projects involving technology or business systems; consulting senior managers on integrating IT projects/programs with other programs to make decisions and/or recommendations that significantly influence important IT policies or programs.

Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. Education is not substitutable for specialized experience for this grade level. Background or Security Investigation: The individual selected will be subject to an investigation in conjunction with granting of a security clearance prior to appointment. The Assessment Questionnaire takes approximately 15 minutes to complete and collects information on your education, training and experience related to the following critical competencies:
Skill in applying advanced Information Technology project management principles.
Knowledge and Skill as principal advisor to senior management on policy and IA control effectiveness.
Experience in planning, developing, implementing and managing strategic, technical and operational plans, diverse architectures (e.g., people, processes, technology).
Skills in reviewing and evaluating complex and unique project deliverables as appropriate to assess compliance with the IT standards.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
