Title: Installations Resources Expert Location: Virginia-Fort Belvoir
Key Role:
Serve as the senior Subject Matter Expert on Army installation resourcing and facilities management. Map facilities resource requirements generation from HQDA to field-level organizations. Recommend process improvements and identify data quality issues to maximize the quality of databases of record which generate resource requirements, including GFEBS, HQIIS, and ISR. Develop estimates of degree of accuracy of real property data and recommend and implement improvement. Conduct analysis of facility quality, age, and other factors to determine true requirement of Sustainment, Restoration, and Modernization (SRM) funding. Support the identification and vetting of Military Construction (MILCON) funding, evaluate projects, and monitor project execution. Evaluate quality and completeness of organizational real property records management and provide regular update briefings, analysis, and recommendations to SES and General Officer-level Army installation management leadership. Advise GS15- and Colonel-level leadership on means for improving requirements generation and audit readiness.
Basic
Qualifications:
-8 years of experience with DoD facilities and real property management
-4 years of experience with Army financial management and PPBES
-2 years of experience with audit readiness
-Experience with GFEBS, HQIIS, PRIDE, IFS, ASIP, RPLANS, ISR, and similar HQDA installation management systems
-Secret clearance
-BA or BS degree
Additional
Qualifications:
-4 years of experience with the Army Installations Program Evaluation Group (II PEG)
-4 years of experience with SRM and MILCON funding and project execution
-Experience with attaining the rank of Lieutenant Colonel or GS14
-Experience with Army master planning
-BA or BS degree in Business, Statistics, Finance, or Mathematics
-GFEBS and PMP Certification
