DutiesServes as Chief, Branch of Policies and Program over a team of Human Resources (HR) professionals.Plans, directs and implements comprehensive Agency-wide Human Resources policy and programs including staffing, classification, performance management, compensation, leave, employee relations, and work/life.Provides complex consultation, guidance and support in applying and implementing HR policies and programs to Agency strategic plan objectives, goal, and mission requirements.Orients and promotes an understanding and appreciation of HR policies and programs with all employees. Informs management and keeps them apprised of their responsibilities in accordance with HR requirements.Meets with customers to assess customer satisfaction, explain organization policy and procedures and resolve issues that arise.Evaluates a variety of HR programs areas and issues by analyzing facts, performing research, determining options, and recommending actions.Exercises supervisory responsibilities including plans/assigns work, interviews/recommends selections, coaches/develops staff, communicates expectations, appraises performance, provides recognition, and takes appropriate remedial action.Requirements Conditions of EmploymentMust be a U.S Citizen as verified through E-Verify Program Qualifications

Experience:
You must have one year of specialized experience at the GS-13 or equivalent level. Specialized experience must be documented in your resume.Specialized experience is defined as: 1) leading, developing, managing, and administering HR policies in the Federal civilian service; and leading, developing, and managing various strategic human capital, retention and talent development programs (e.g., onboarding, mentorship, coaching, upward mobility, etc.) and 2) supervising and leading a team of HR professionals.Volunteer
Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Interagency Career Transition Assistance Program (ICTAP): You must be well qualified for the position to receive special selection priority under the ICTAP. The service agreement will detail conditions of receipt and acceptance of the incentive, and will be provided after entrance on duty. This monetary incentive will be disbursed within several pay periods after entrance on duty.PCS: Relocation expenses reimbursed - Yes - You may qualify for reimbursement of relocation expenses in accordance with agency policy.
