Summary:
The On-Site Project Manager will direct operation and maintenance activities of stationary engines, boilers, and mechanical equipment that provide utilities such as light, heat, air conditioning, humidification/de-humidification or power and facility carpentry services for buildings covered in the Performance Work Statement (PWS)They will service a federal compound located near Fort Belvoir, VAThe On-Site Project Manager shall oversee daily operations of other skilled craft workers to include carpenters, HVAC technicians, plumbers, electricians and other general maintenance workers, laborers and administrative personnelResponsible for all aspects of Operations and Maintenance, including supervision of personnel and primary oversight of equipment and systemsWorks with and reports conditions to the client while complying with applicable local, state, and federal requirements and meeting safety and quality performance requirementsDUTIES AND
Responsibilities:
o Direct, monitor, and oversee staff necessary to execute all operations and maintenance requirements and quality control as described in the Statement of Work and in accordance with established regulatory requirements.o Responsible for the daily operation, repair and maintenance of utility and mechanical systems and related equipment.o Provide necessary on-site leadership to support team encountering unique operation/repair issues.o Ensure operation of all equipment in the most efficient manner.o Tour areas, analyze reports, and begin developing solutions before problems escalate.o Perform quality audits.o Direct the planning, scheduling, execution, and documentation of maintenance activities, planned and unplanned, in conjunction with the contract team.o Responsible for overall quality and craftsmanship of assignments in accordance with specifications, supervisor directives, client expectations, and respective trade/craft requirements.o Effectively coordinate with other government representatives, project teammates, and subcontractors.o Candidate shall identify, analyze, and develop improvements in productivity, scheduling of trades, client relationships, and customer service as they relate to the DAWSON's total management system.o Complies with all state, DOD, and federal statutes and regulations ensuring the safe operation of all equipment.o Responsible for the supervision of the bargaining unit workforce and other personnel and all equipment assigned at the specific work location.o Oversee operation of all auxiliary equipment associated with electrical generation, air conditioning, plumbing, carpentry and electrical distribution.o Ensure the safe operation of all equipment and ensure all employees are utilizing proper PPE.o Troubleshoot, repair, and preventively maintain all equipment on site.o Performs other related duties as assigned by managementSUPERVISORY
Responsibilities:
The on-site Project Manager manages and supervises the entire workforce performing duties as identified in the PWSThese duties will include:
o Overall management of all systems, sub-systems, preventive maintenance, corrective maintenance, staff training & oversight, scheduling, subcontractor management and all day-to-day activities.o Perform quality assurance inspections and document findings.o Attend and document all Quality Control (QC) meetings.o Prepare deliverables for review and approval.o Maintain constant and transparent communication with the Gov't.o Verify that delivered materials are compliant with the contract documents and submittals.o Ensure proper and appropriate test methods are used and observed that require QC Testingo Perform inspections for each definable feature of work.o Document quality of work daily and submit the comprehensive Monthly Reports as required.o Stop deficient work.o Where necessary, develop a punch-list of corrections needed prior to the final inspection.o Attend Pre-Final and Final Inspections
Qualifications:
o A minimum of 5 years or more experience as a construction superintendent or project manager for commercial, institutional or industrial construction projectso Current District of Columbia, Maryland, and/or Virginia 1st Class Stationary Engineer's LicenseMust remain up to date throughout the life of the project.o Current District of Columbia, Maryland, and/or Virginia Master HVAC License.o Universal CFC License.o Proficient with Microsoft Office products (Outlook, Word, Excel, Power Point, etc.) and creating/editing/digitally signing PDF documents.o Proficient with building automation systems and Facility Equipment Management (FEM) software.o Working knowledge of applicable federal, state, and local laws, regulations, and guidanceo Effectively work independently as well as part of a team.o Up to date on continuing education courses.o Competent in reading and interpreting documents such as safety rules, operating and maintenance instructions, and procedure manuals.o Manual dexterity and mechanical aptitude.o Ability to write routine reports and correspondenceWORKING CONDITIONS:
