The Acquisition Program Analyst, Journeyman evaluates business processes, identifies needs, and develops strategies to maximize opportunitiesThe Acquisition Program Analyst, Journeyman will work with business, IT, and test systems and will be required to create documentation or publications as needed, and will interact with developers, stakeholders, system architects, and various subject matter experts supporting t he Army Enterprise Staff Management System (AESMS) of Firmed Fixed Price (FFP) and Other Transactional Authority (OTA) ContractsResponsibilitieso Work with business units and other stakeholders to gather requirements, using techniques like interviews and requirement-gathering sessions.
o Elicit, analyze, document, and communicate business requirements as well as translate them into more detailed user stories and other functional requirements documents such as process flows, screen mock-ups, and gap analysis (also known as Business Requirements Documents).
o Create documents and other artifacts to promote sustainable knowledge management within the organization.
o Collect, complete, organize, and interpret technical data and financial information relating to the program.
o Support PMs by timely tracking, developing, and providing program deliverables.
o Participate in strategic planning discussions and may lead the execution of initiatives and process improvements.
o Analyze program requirements, status, budget, and schedule and take minutes, prepare presentations, reports, studies, and documentation.
o Edit incoming and outgoing publications, data calls, briefing materials, recurring reports, presentations, etcto check for proper formatting, writing, grammar, and punctuation.
o Assist with specialprojects as required.
o Apply policies and procedures for financial planning.
o Assist with data collection tasks, using Excel pre-formatted templates, macros, and tables and crafting effective elicitation questionso Coordinate and/or oversee the collection and compilation of program activity datao Assist in the management of the project documentation library on the program's portal and/or configuration management applications.
o Assist in identifying/escalating risks, incidents, and issues that may impact IT projectso Track project performance measures and metrics, and submit program status reportso Develop leadership presentations and briefing materialso Coordinate meeting schedulingIncludes securing room reservations, coordinating with stakeholders on topics, collecting, preparing, and distributing read-ahead materials and agenda, and documenting minutes/action items.
o Advise the PM on current DoD policies and procedures to support major program decisions and recommend strategies and techniques for successful conclusions.
o Support the integration of acquisition planning, requirements development, and resourcing into executable project plans and system assessment plans.
o Apply acquisition, program, and lifecycle concepts to support long-range planning that will be the foundation for the PM Project/program Plan, development process, and other time-sensitive requirements.
o Assist PM in strategic/programmatic communications from plan through execution.
o Identifies, manages, and mitigates risks for assessing cost, schedule, and performanceo Participate in reviews to assess alignment with program objectives and requirements and determine the feasibility of execution within the defined program baselines.
o Perform cross-functional analysis of life cycle costs across acquisition and budget documentation.
o Other duties as assignedQualificationso Bachelor's degreeo 5
years of relevant work experienceo High school diploma or GED equivalent and an additional 4
years of experience may be used instead of a degreeo Secret clearance Knowledge, Skills, and Abilitieso Knowledge of formal requirements gathering methodologies.
o Experience conducting Facilitated Workshops for requirements analysis.
o Experience developing Business Requirements - project initiation document, what the needed achievements will be, and the quality measures.
o Experience developing Functional requirements - describe what the system, process, or product/service must do to fulfill the business requirementso Excellent interpersonal skills, ability to listen and understand what is being described by the end user as well as the ability to explain problem resolutions when necessary.
o Strong communication skills (both written and oral), strong customer serviceo Strong coordination, organization, and teaming skills.
o Must have excellent organizational, scheduling, and prioritization skills and maintain a high level of confidentiality, ethics, and integrity.
o Works well individually or in a group setting.
o Ability to interact with co-workers to develop a team environment.
o Ability to work under pressure and time constraints.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
