Description ARServices is seeking a motivated, career and customer-oriented acquisition specialist to join our team at Fort Belvoir, Virginia, providing unparalleled support to our Government customer and in an exciting and rewarding careerThis position provides Advisory and Assistance Services (A&AS) to the Defense Threat Reduction Agency (DTRA), Nuclear Technologies Department (NT), Nuclear Assessments Division (NTA), in developing capabilities that 1) enable an effective nuclear deterrent, 2) integrate conventional forces to operate effectively in a nuclear environment, and 3) counter nuclear threat networksThe successful candidate will assist in the development of acquisition purchase request packages supporting research and development efforts within NTA and track and report financial execution throughout the projects' lifecyclesThe candidate will:
coordinate acquisition information; track and report the status of acquisition projects and funding to include commitments, obligations, expenditures and unliquidated amounts; maintain government acquisition and financial management tools; and liaise between project managers and budget analysts to support short-range and long-range acquisition planning for the divisionThe candidate will work in close collaboration with the Government staff to provide planning, programming, budgeting and execution (PPBE) support to include:
assistance in developing program requirements, goals, acquisition strategies and contracting plans; developing and implementing program plans and performing budget execution; and administrative work involving the monitoring of obligations incurred and the actual project expendituresThe candidate will provide experience and knowledge in DoD acquisition management, fiscal policies, integration and application of regulations, and development of contract packagesThe candidate's essential job functions include:
o Providing management services, acquisition process development, budget planning (POM development, Spend Plan management) and program engagement strategyo Providing necessary input to requirements development process, including during Initial Strategy Sessions (ISS) and Acquisition Strategy Reviews (ASR)o Creating and managing Purchase Request (PR) Packages (Market Research, Cost and Resource Estimating, Solicitations and Evaluations, and full PR checklist)o Overseeing Division-level execution of current fiscal year funds, while providing accountability for prior year funds and expert planning for future year acquisitions to execute Department and Agency strategic goalso Planning, coordinating, integrating, implementing, and evaluating the use of acquisition programs in the broader area of Nuclear Weapons Defense, to include the following acquisition approaches:
Competitive & Sole Source Acquisitions, Cost Reimbursable Contracts, Fixed Price Contracts, Economy Act Actions, Interagency Agreements, and Grantso Employing technical expertise to translate scientific information into required programmatic and fiscal documentation to support DTRA's planning, programming, budgeting, and execution systemso Reviewing program documentation to ensure technical validity and facilitating cross-communication with internal and external stakeholders regarding program priorities and courses of action Requirementso Bachelor's Degree plus 10 years of relevant experience or master's degree plus 8 years of relevant experience in Business or Financial Management is requiredo Experience with DoD contracting/acquisition and preparing and coordination of acquisition documentation and execution of program acquisition strategies and analysis is requiredExperience in Consolidated Acquisition Tool (CAT) is requiredo Experience in the application of DoD Financial Management Tools such as Defense Agencies Initiative (DAI) is mandatoryo Acquisition Management experience with DTRA is highly desiredExperience in the application of DTRA's Joint Integrated Analytic Platform (JICAP) financial management tool and Standard Contract Reconciliation Tool (SCRT) are also highly desiredo Must be proficient in using a personal computer and Microsoft Office programs:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
