This includes primary responsibility for annual reports to the Office of Government Ethics (OGE) and OGE Program Reviews, maintaining records and timely and accurate financial disclosure reports.
Serve as the Agency's subject matter expert on government ethics and related matters to include the principles of ethical conduct, gifts, financial disclosures, engagements with industry, conflicts of interests, travel and conferences, contractors in the workplace, fundraising, gambling, gifts, outside employment, use of government resources, Hatch Act guidance, OGE determinations, and all other matter related to ethics and standards of conduct.
The Associate General Counsel, Ethics Program Manager reports to the Division Chief, Administrative & Civil Law Division and advises the General Counsel and the Deputy General Counsel.
Develop ethics policy for DLA and provide ethics advice as the primary ethics counselor for DLA Headquarters employees, including coordinating ethics training, providing day-to-day ethics advice, and guiding individuals through their submission of annual disclosure reports.
May participate on various DLA panels, committees, task forces, and working groups to ensure that the legal and policy issues pertaining to ethics are considered in appropriate agency planning and policy development.
Responsible for the development, distribution, and administration of the ethics training for the Agency personnel, to include senior leader ethics training, and agency-wide communications related to ethics matters.
Coordinates the Leader-Led Agency Ethics Program and is responsible for ensuring timely training of employees.
Serve as the primary point of contact for DLA with the Department of Defense Office of General Counsel, Standards of Conduct Office (SOCO), OGE, and other government agencies.
Represents DLA on ethics matters as necessary at various interagency meetings and negotiations, as well as with congressional staff, state and local agencies, and the private sector when required.
Operates the agency financial disclosure program (both confidential and public), ensuring review of financial disclosure reports and managing an effective system and set of procedures for the collection, filing, review, maintenance, and public inspection (when applicable) of the financial disclosure reports as required by law, Executive Order, regulation, DoD or DLA policy or other applicable authority/guidance.
The Associate General Counsel, Ethics Program Manager, is the primary DLA Headquarters point of contact for the Financial Disclosure Management and Integrity systems.
Maintain the DLA Ethics Website and manage the DLA Ethics Practice Group, ensuring accurate, timely, and comprehensive information is available to the agency and consistent advice and counsel is provided across the DLA legal enterprise.
Ensures appropriate guidance is provided to the agency and DLA attorneys related to the laws, rules, regulations, and administrative and judicial decisions pertaining to the wide field of government ethics.
May also be required to provide legal advice and counsel or perform legal sufficiency reviews in other practice areas within the Administrative & Civil Law Division, including:
fiscal law, public affairs, legislative affairs, environmental law, safety, installation law, Freedom of Information Act, Privacy Act, employment law reviews of Final Agency Decisions and Reports of Investigation, and general administrative law.

To Qualify at the GS-15 Level:
You must possess professional legal experience in excess of 3 years commensurate with the duties and responsibilities of the position.
In accordance with DoDI 1442.
2 (Personnel Actions Involving Civilian Attorneys), promotion for this position is based on the individual's time, performance, and mastery of skills at the required grade level and only with approval of the designated official (DLA General Counsel) in accordance with the applicable regulation.

PRINCIPAL SELECTION FACTORS:
Provide Knowledge, Skills, and Ability (KSA) narrative statements addressing the following principal selection factors:
Experience managing a large-scale government ethics program.
At least one year of relevant experience at the next lower federal grade is mandatory.
Equivalent military, state or private law experience may be substituted for Federal service.
In-depth knowledge of government ethics, including experience advising agency officials on at least three of the following topics:
industry engagements, financial disclosures, conflicts of interest, contractors in the workplace, gifts, outside employment, Hatch Act issues, senior leader travel, fundraising, or post-government employment.
In-depth knowledge of government financial disclosure programs, including experience with the FDM and/or Integrity or similar government financial disclosure systems.
Experience developing and providing ethics trainings to agency employees and senior government officials.
The ability to work both independently with a diverse senior client base and collaboratively with ethics counselors across the agency, to ensure mission success and consistency in legal guidance.
OTHER SELECTION FACTORS:
KSA narrative statements are not required for the following other selection factors:
Analytical ability, including issue identification, legal research, analysis of options, risk analysis, and creative problem solving.
Excellent communication skills (oral and written).
Legal and business judgment.
Excellent interpersonal skills and client relationships, and the ability to interact well with senior officials on controversial and sensitive issues.
Experience in fiscal/appropriations law, employment law reviews of Final Agency Decisions and/or Reports of Investigation, or other areas within the Administrative and Civil Law Division, is preferred but not required.
Security Clearance:
This position is designated Non Critical Sensitive.
