Supervisory Interdisciplinary (Engineering/Science)

DutiesServe as Branch Chief, within the Virtual Prototyping Branch, Modeling and Simulation Division, Research & Technology Integration Directorate, leading research and development efforts related to modeling and simulating of electro-optic infrared (EO/IR) imaging sensor system performance (Ultraviolet (UV) through Long Wave Infrared (LWIR), active/passive) that address all contributions (eg target, environmental, imager technology, human perception).
Provide strategic direction and technical leadership for the advancement of the Night Vision - Toolset by formulating, researching, implementing, and assessing new and/or improved EO/IR simulation methodologies; and improving breadth, robustness, and flexibility of the tools to accommodate non-linearities, image processing algorithms, as well as conceptual, experimental, and production EO/IR imager systems.
Explain the methods, assumptions, ranges of applicability, and approximations used at a detailed technical level, as well as the justifications for the modeling and simulation approaches using an understanding of Night Vision Model - Integrated Performance Model (NV-IPM), Night Vision Image Generator (NV-IP) and other toolsAssess the limits of imager performance and/or applications using first principles mathematical and physical understanding, to include error propagation and statistic confidence.
Provide expertise in existing and emerging EO/IR imaging sensor system, component, and processing technologies to reliably predict the benefits of such technologies (eg performance, form factor, efficiency, human performance).
Interact with both research and systems-level Divisions across C5ISR Center, providing EO/IR imaging modeling, simulation, sensor stimulation, and wargaming leadership recognized across the Research & Technology Integration Directorate.
Provide technical assessment and support to RTI Directorate Senior Leadership in developing courses of action in EO/IR imaging technology and advocating such to outside parties.
Prepare peer-reviewed technical papers and reports for publication in technical journals and presentations at conferences and symposia.
Provide expertise and direction in EO/IR modeling, simulation, and human performance to academia, industry, and defense components through leadership of technical forums and collaboration with outside researchers and test facilities, both domestic and international.
Assess and advise other Government and industrial developers on the use of augmented reality, virtual reality, and mixed reality (AR, VR, MR) technologies and the applicability to Army modernization priorities and conducting human perception studies to inform the operational benefits of emerging EO/IR sensor systems.
Requirements Conditions of EmploymentAppointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Must obtain and maintain a determination of eligibility for a Top Secret/SCI security clearance or access for the duration of employment.
A pre-employment and recurring comprehensive background investigation is required.

This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
This is an Army Acquisition, Logistics and Technology Workforce position.
Selectee must meet position requirements for Practitioner Engineering and Technical Management certification within 60 months as of entrance on duty.
This position requires a 3-year tenure agreement.
Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
Appointment to this position is subject to an extended three year probationary period for the Engineer and Scientist Occupational Family.
While probationary the incumbent can be terminated with limited appeal rights.
Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).

Basic Education Requirement for an Engineer (800 Series):
A.
Degree:
Bachelor's degree (or higher degree) in engineering.
To be acceptable, the program must:
(1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
(a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of Education and
Experience:
College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
The adequacy of such background must be demonstrated by one of the following:
1.
Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (eg, State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.
For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2.
Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.
3.
Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above.
The courses must be fully acceptable toward meeting the requirements of an engineering program.
4.
Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, eg, engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, eg, in interdisciplinary positions.

Requirements for Physical Scientist (1301):
Degree:
physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
orCombination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Basic Education Requirement for a Computer Scientist (1550 series):
Degree:

At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.
